Chengdu Declaration Makes Headlines: China’s PV and Storage Industry Sounds the Clarion Call to “Counter Cutthroat Competition”

November 18, Chengdu – The 2025 8th China International Photovoltaic and Energy Storage Industry Conference was held grandly in Chengdu. During the event, the Chengdu Declaration on "Eliminating Cutthroat Competition and Strengthening the Cornerstone of Global Energy Security" (hereinafter referred to as the “Chengdu Declaration”) was officially released.

Full Text of the Chengdu Declaration:

Currently, China"s photovoltaic industry is confronting unprecedented challenges and complex changes. "Cutthroat competition," stemming from periodic supply-demand imbalances, has led to widespread and sustained losses across the sector. Concurrently, the rising trend of international trade protectionism is introducing significant uncertainty and posing the greatest risk the industry has ever faced. To further build consensus, unite strengths from all sides, and promote the high-quality development of China"s PV and energy storage industry, the Organizing Committee of the 2025 8th China International Photovoltaic and Energy Storage Industry Conference, jointly with over 30 universities and research institutes, more than 50 leading PV and storage enterprises, and over 100 global industry media outlets, solemnly issues the following initiatives:

1. Deepen Understanding of the Strategic Significance of Countering Cutthroat Competition and Build Consensus for High-Quality Development

Cutthroat competition is not a normal market state but a short-sighted practice that breaches competitive boundaries and disrupts market order. It not only harms companies" own viability but also threatens the strategic security of the nation"s new energy industry. The inclusion of "countering cutthroat competition" in top-level national design for the first time aims to guide the industry back to the path of "high quality and sustainability." The entire industry must clearly recognize that opposing cutthroat competition does not mean rejecting competition, but rather advocating for fair and orderly value-based competition; it does not mean maintaining the status quo, but promoting higher-quality innovative development. Only by abandoning the zero-sum game of "competing on price" can we solidify the foundation for the industry"s sustainable development.

2. Focus on Core Technological Innovation to Drive a Leap in the PV and Storage Industry"s Capability

Technology is the strongest "moat" for the PV and storage industry. Companies must increase R&D investment, focus on making breakthroughs in key areas, and build a "moat" of proprietary intellectual property patents. They should promote optimization of production capacity structure, avoid homogeneous low-end expansion, accelerate the upgrade and replacement of high-energy-consumption, low-efficiency equipment, and enhance production efficiency through digital and intelligent technologies to achieve a transformation towards "competing on innovation, quality, and service."

3. Build a Collaborative Development Ecosystem and Strengthen Industry Self-Discipline and Co-governance

Actively promote synergistic win-win cooperation across the upstream and downstream industrial chain, establish fair transaction mechanisms, and ensure reasonable returns for all segments. Enhance industry information exchange and sharing to guide rational corporate decision-making and prevent blind expansion and redundant construction. Support industry associations in playing their bridging role, promote the establishment of industry standards and entry barriers, and facilitate the orderly exit of capacity that lacks core technology and relies on low-price competition.

4. Foster Coordinated Development Across the Entire Industry Chain and Promote "High-Quality Global Expansion" for PV and Storage

Leveraging China"s full industry chain ecosystem covering R&D, manufacturing, application, and services, enhance the global competitiveness of the "China Solution" through collaborative technological innovation,共建标准体系, and shared service networks. Export the green energy development concept through efficient and reliable system solutions, strengthen localized services and business model innovation, improve international market recognition, and truly achieve "high-quality global expansion" for China"s PV and storage industry.

5. Pool Strengths from Society to Jointly Create a Benchmark for High-Quality Development

Eliminating cutthroat competition in the PV industry is a crucial and far-reaching endeavor for the nation, the industry, individual enterprises, China"s economic development and the world"s energy transition, and for building a community with a shared future for humanity. Government departments should strengthen policy guidance, industry associations should build bridges and standardize self-discipline, and enterprises should uphold craftsmanship and empower through innovation.
